Strategies Supporting Circular Bioeconomy in Selected EU Regions

Abstrakt

Circular bioeconomy (CBE) refers to an economic system that integrates the principles of circular economy with biobased resources. The concept aims to transform biological resources and waste into valuable products and services, while minimizing environmental impacts and enhancing social benefits. Cities play a crucial role in the development and implementation of circular bioeconomy strategies due to their concentration of population, economic activities, and resource consumption. A comprehensive comparative study was conducted between 2023 and 2024, examining the policies and strategies across six selected European cities and regions. The research endeavours to uncover the diverse approaches these areas employ in managing biobased resources, thus promoting circular bioeconomy and sustainable development. By examining the differences and commonalities among the selected cases, this paper provides valuable insights into the state of circular bioeconomy policies, the challenges faced, and the involvement of stakeholders in shaping local strategies. Regionally, strategies align with EU directives and global agendas, emphasising collaboration to tailor policies to local contexts. At the city level, policies focus on CBE and biobased resources, with various instruments implemented and some cities developing supportive roadmaps. However, challenges such as discrepancies between national regulations and local needs, legal obstacles, and resource constraints exist. The extent of these challenges varies, underscoring the importance of collaborative efforts in overcoming barriers. Therefore, the collaboration among stakeholders at all levels is essential.
