The aim of the project is to analyse the structure and operation of transnational networks, and the role and soft power of these networks in the use and selection of knowledge in higher education policymaking. The project's interest lies in understanding how Finnish higher education policymaking functions in the EU context. To achieve this, it combines network analysis, interviews, and observational enquiry.
