Enhancing competition and efficiency in public procurements

In this project, we examine how efficiently public procurement (PP) auctions work and look for opportunities to suggest improvements to their design, regulation and monitoring. Specifically, we ask how degree of competition in PP can be monitored and promoted, how litigation risk in PPs can be assessed and managed, how international PP auctions are and how international entry into them could be enhanced, and how horizontal (secondary) goals of PPs affect the functioning of PP auctions. Besides unique Finnish procurement data, our intention is to use EU-data, and PP data from Sweden and Ukraine. It has been estimated that in Finland, spending in PP amounts to 30-40 mrd. euros per year. This implies that even a small increase in the efficiency of PP would translate into large cost savings. Our work provides research-based evidence for the implementation of Finland's new national strategy for the development of PP markets.
